International Symposium on the Comparative Studies of the
Development Models in Latin America and East Asia
(First Announcement)
Purpose and Framework of the Symposium:
In the post-war period, international academia has carried out much thoughtful research
on the development issues . The Chinese scholars of the Third World studies are not
left behind. As a matter of fact, research on the development models of the developing
countries has become one of the major focuses in China's international studies. The
main purpose of our symposium is to comparatively, empirically and theoretically
evaluate and sum up the lessons and experience of both Latin America and East Asia in
pursuing their development models in the past decades, so as to explore and suggest new
development paths for the Third World in the post-cold-war era. Also, we hope to
generalize several meaningful and instructive conclusions for China, a developing
country that is on the way towards the socialist market economy. Based upon the above
considerations, our symposium aims to answer the following questions:
1. What are the theoretical foundations of the various development models in Latin
America and East Asia?
2. What are the main characteristics, differences and similarities of the development
models in Latin America and East Asia?
3. How should we compare the different performances of implementing the development
models in the two regions? What are the factors leading to the differences?
4. What are the basic characteristics of the ISI / export promotion (or outward
orientation) models carried out by the two regions? What are the results and
effects ?
5. How is the macro-economy is managed in each region? What are the main
characteristics of macro-economic management in the various development models?
6. How does the state intervene in the economy ? What are the major features and
differences in the two regions in this regard?
7. How should a developing country deal with the following sets of relations between:
(1) reform and stability; (2) promoting economic growth and improving social justice;
(3) introducing foreign capital and raising domestic savings rate; (4) opening to the
outside and strengthening economic autonomy; and (5) reinforcing market system and
maintaining effective governmentregulations?
8. Can the East Asian model be copied by other developing countries and regions? What
lessons and experience do the two types of development models in Latin America and
East Asia offer to other developing countries, including China? In another word, what
development models should the Third World follow towards the next century?
Itinerary:
The symposium is planned for late April 1998. The exact itinerary is as
follows:
April 20 (Mon) -- Registration;
April 21 (Tue) -- Opening ceremony and discussions;
April 22 (Wed) -- Discussions;
April 23 (Thur) -- Sightseeing to the Great Wall;
April 24 (Fri) -- Discussion and conclusion;
April 25 (Sat) -- A trip to Xi'an to visit the terra-cotta army. (Leaving
Beijing in the early morning and returning in the evening.)
Participants:
Twenty Chinese scholars and fifteen foreign scholars from Latin America, East
Asia, the U.S. and some international organizations will be invited. In
addition, several observers will also be invited. Each participant is kindly
requested to submit a paper of 4-5,000 English words.
Languages:
English will be used at the symposium, although simultaneous translation will
be provided for a few Chinese participants who might speak either Chinese or
Spanish.
Costs:
Participants are expected to cover the international travel expenses on their
own. Costs of Local transportation, accommodations and sightseeing in Beijing
will be borne by the host. Those who wish to visit Xi'an are required to
pay for the round trip air ticket. Other expenses related to the Xi'an
trip will be covered by the host.

Second Announement -- Call for Paper
The Institute of Latin American studies at the Chinese Academy of Social
Sciences will have an international conference on the comparative studies of the
development models in Latin America and East Asia, set for late April 1998 in Beijing,
China. So far we have chosen several papers on economic and social areas. But we need
one or two paper(s) on cultural aspects. That is to say, we are inviting participants
who can look at the Latin American and East Asian economic development in the light of
cultural factors by addressing the central issue: Are the East Asian "success" and the
Latin American "failure" related to cultural factors, and in what way?
