Mexican Bailout

Wed. Feb 1:
Today's NYTimes, in describing Clinton's direct bailout plan for Mexico,
notes that $10 billion (more than my annual salary) of his package is
coming from the Bank for International Settlements.

Can someone on the list provide any information on this bank? Genesis?
Where does it nest? Are there any democratic controls -- to whom is this
bank accountable? What are its primary functions, besides providing spare
change for the odd bailout?
