The same thing apparently happens with any command sent to the
listserv for this particular list--I tried to set mail to digest and
was also told the list has been "locked". Is there any way to see
to getting this fixed?

(apologies for cluttering list with this, but digest mail is an
absolute *necessity* for some of us!),
