INTERNET ACCESS STUDY
IN LATIN AMERICA AND THE CARIBBEAN
The American Association for the Advancement of Science (AAAS)
is interested in expanding access to the Internet and other
forms of information technology throughout Latin America and the
Caribbean, in order to improve communications among scientific
researchers and educators in universities, laboratories, and
nongovernmental organizations. This topic was an important
element of our recent report on "Science and Technology in the
Americas: Perspectives on Pan American Collaboration" (AAAS
1994).
We are considering conducting an assessment of access to the
Internet and other information technology, to examine the
following:
- access to the Internet (or other networks) by country
- access within countries
- access within institutions
- type of e-mail access (Internet, BITNET, Fidonet,
or other store and forward services)
- access to alternative information technology, such
as CD-ROM databases
That is, we are concerned not only that countries of the region
have an Internet node (as most do), but also in determining the
extent to which universities, research and education
institutions, environmental NGOs, and other parts of the science
community throughout each country have access. We are
interested in determining the extent of access or demand within
institutions: for example, within given universities, the
access to equipment and training within each faculty or
department, or by researchers. For those with electronic mail,
what type of access do they have?
A related question is access to or demand for CD-ROM
technology, which is an effective source of up-to-date
literature citations and other data. When combined with
document delivery services, this technology can serve as an
alternative to hard-copy subscriptions to many journals.
Before proceeding, we would like to determine if there are
other related studies already in existence or in process, in
order to avoid duplication and to help focus our efforts
geographically or otherwise. We would appreciate information
about such studies and their results.
The eventual assessment would be published by AAAS and used in
planning collaborative programs to improve access to information
and technology in the region. The AAAS is an NGO and the
largest federation of scientific societies in the world, with
nearly 300 affiliate organizations. It has a worldwide
individual membership of more than 140,000 scientists,
engineers, educators, policy makers, and interested citizens.
AAAS publishes the journal Science.

EN AMERICA LATINA Y EL CARIBE
La Asociacion Norteamericana para el Avance de la Ciencia
(AAAS) esta interesada en expandir el acceso al Internet y otras
formas de tecnologia electronica en todos partes de America
Latina y el Caribe para mejorar las comunicaciones entre los
investigadores cientificos y los educadores en las
universidades, laboratorios y las organizaciones no
gubernamentales, ONGs. Este tema fue central en nuestra
reciente publicacion "Science and Technology in the Americas:
Perspectives on Pan American Collaboration" (AAAS 1994).
Consideramos llevar a cabo una evaluacion del acceso al
Internet y otras tecnologias electronicas, para examinar lo
siguiente:
- el acceso al Internet (u otras redes) por pais
- el acceso dentro de los paises
- el acceso dentro de las instituciones
- el tipo de acceso al correo electronico (Internet,
Bitnet, Fidonet, u otros servicios)
- el acceso a la tecnologia de informacion alternativa
tal como la base de datos de CD-ROM
Nos interesamos no solo en que los paises de la region tengan
acceso via modulo del Internet (como tiene la mayoria), sino
tambien en determinar los requisitos para que las universidades,
las instituciones de educacion e investigacion, las
organizaciones ecologistas no gubernamentales y otros miembros
de la comunidad cientifica, en todas las regiones de cada pais
las tengan. Estamos interesados en determinar la medida del
acceso o la demanda dentro de las instituciones: por ejemplo,
dentro de una universidad determinada, el acceso al equipo y la
ensenanza de las tecnicas en cada facultad o departamento, o por
los investigadores. Que tipo de acceso tienen las personas con
correo electronico?
Una pregunta relacionada con esto es el acceso a o la demanda
por la tecnologia de CD-ROM, que es una fuente efectiva y
actualizada de citas bibliograficas u otra informacion. En
combinacion con los servicios de envio de documentos, esta
tecnologia puede servir como una alternativa a las
subscripciones de revistas.
Antes de proseguir, nos gustaria determinar si ya existen otros
estudios similares, para no duplicar y, en cambio, ayudarnos a
concentrar los esfuerzos geograficamente o de otro modo. Nos
agradecera recibir informacion sobre estudios y resultados
similares.
La evaluacion final sera publicada por la AAAS y se la utilizara
para planear los programas de colaboracion con el objeto de
mejorar el acceso a la informacion y la tecnologia en la region.
Con mas de 140.000 cientificos de diversas disciplinas y cerca
de 300 asociaciones afiliadas, la AAAS es una organizacion no
gubernamental y es la mas grande del mundo. La AAAS publica la
revista Science.
