I had the opportunity to attend a presentation by a OAS observer of the
elections the other day and he stated (I think correctly) that Fujimori
got so much support because of the economics of the day, but also for
subtle voting "help."
First, he has brought economic recovery to parts of the country and
brought inflation under control, albeit to the detriment of the
institutionalization of the democratic process (which Fujimori himself
says he's not interested in).
Although there was apparently no WIDESPREAD vote fraud, there were other
things that tilted the pedelum toward him before the vote. For example,
on the voting card, all other candidates were grouped together while
Fujimori's face appeared separately so as to distinguish himself from the
rest of the pack. There are other examples, but suffice it to say that
the vote was "helped" (and also the fact that Perez de Cuellar was
outspent 10-1).
