8) CALL FOR LETTERS FOR GUATEMALA
Text by Laura Matthew, Dept. of History, U. Penn: Most
of you are aware of the U.S. government's training of the
Guatemalan military in its "scorched-earth" campaigns
against highland Mayans, as well as in the general reign of
terror against teachers, unions, and campesinos during the
last several decades. NOW, in the wake of Jennifer
Harbury's campaign and Rep. Torricelli (D-NJ)'s allegations
of CIA involvement in the murders of Michael DeVine and
Efrain Ba'maca, there is a UNIQUE OPENING in which letters
to our Congresspeople may be more effective than usual.
Currently, the U.S. is sponsoring a program called
"Fuertes Caminos '95," the latest in a series of nation-
assistance "humanitarian" exercises that include the
building and fixing of roads, schools, medical clinics,
bridges, and water pumps in the eastern departments of
Jalapa and Jutiapa. The stated goal of the program is to
"enhance the interoperability [i.e., the interchangeable
compatibility of U.S. military hardware, personnel and
procedures] with Guatemalan units and demonstrate continued
U.S. support for democracy in Guatemala." The State Dept.
claims that the missions improve respect for human rights
and strengthens civilian control of the Guatemalan military
by "exposing military personnel to the professionalism and
values that guide the U.S. military."
This program faces strong opposition from scholars,
religious, solidarity and peace groups who are concerned
about the impact of the collaborative military exercises on
Guatemala's peace process. The civic projects promote the
Guatemalan military's image, influence and competence at the
expense of civilian public sectors. They reinforce the
sense that the U.S. continues to actively support a military
which has committed massacres against its own people, rather
than supporting civilian authority. As well, there have
been reports that because the U.S. military's training and
mission are not in international development, many of the
constructed schools and clinics are not used for the purpose
intended, or are not staffed and supplied by the Guatemalan
government afterwards.
Pennsylvanians should write to Senator Arlen Specter,
who served on the oversight committee in the Harbury
hearings and who is a candidate for President in '96. Also,
letters of support for Rep. Torricelli are needed, and any
other letters regarding these issues. The address for all
members of the House is: The Hon. ----------, House of
Representatives, Washington D.C. 20515. For the Senate:
The Hon. -----------, United States Senate, Washington DC
20510.
