Searching for info on US/Mexico border pollution problems...

Netters:

I would like to know if files of previous articles, messages, etc.
(dealing with water disputes on the Rio Grande, dumping or otherwise
polluting in Mexico without following the EPA codes for factories in the US)
are available for public access and if so how I would go about accessing
them. As a newcomer to the net, I was under the impression that it was a
great place for excellent information sources without cost, however my
inqueries have returned mostly applications for paid subscriptions of one
kind or another. Could you kindly point me in the right direction?
To be a little more specific, I am an exchange student from Colorado,
studying in la Universidad de las Americas in Puebla, Mexico and researching
the environmental subject for a model "international negotiation" in which I
would like to represent a US company or the government accused of dumping,
polluting, or expanding into Mexico without using proper environmental
protection controls.
In order to successfully replicate an international negotiation,
I need a detailed and specific case study.
However, any information available on the topic (or information on
how to get information) as it relates in political transitions, business and
economics, social relations of the 2 countries, etc, would be greatly
appreciated.
