U.S. manuals for Latin American military

The National Security Archive would like to announce that we have
obtained a copy of the 7 manuals recently released by the Department of
Defense. The documents are available for copying and review at our
offices in Washington DC. For more information please visit our web page
at http://www.seas.gwu.edu/nsarchive/ , and then go to "The Archive,"
and from there to "Archive News and Events."

The manuals, used to train Latin American military officers in
intelligence techniques between 1987 and 1991, were recalled by the
Department of Defense in 1992, after an internal investigation revealed
that they contained "language and statements in violation of legal,
regulatory or policy prohibitions."

Our web page displays a fact sheet released by the Department of
Defense last friday, September 20, 1996, and a summary of the 1992
investigation. The following lines have been transcribed from the "FACT
SHEET CONCERNING TRAINING MANUALS CONTAINING MATERIALS INCONSISTENT
WITH U.S. POLICY."

-p. 1 (Translation p. 1)
"information obtained involuntarily from insurgents who have
been captured."

-p. 31 (Translation p. 25)
"In addition, if an individual has been recruited using
fear as a weapon, the CI agent must in a position of [sic]
maintain the threat."
