Definition: Years to complete 6th Grade is a calculated average based upon a theoretical cohort of 1,000 students. The
theoretical target is 6 years, however, the range is from 6 to 22 years depending on the system. The indicator shows
how many student-years of primary education are provided by the school system per 6th-grade graduate, taking into
account incidence of grade repetition and dropouts. The higher the indicator, the more inefficient the primary education
system.
