Gross enrollment ratio is the total enrollment at that level, regardless of age, as a percentage of the official school age population for that level.
The ideal is 100% but ratios greater than 100 can occur when there is a high number of overaged students in that level. A high (greater than 100) gross enrollment ratio can be indicative of inefficiencies in the educational system.
