Version 4.0 of the data entry interface has been in use with minor changes since late October, 1997.

Data entry has proceeded in well defined phases: manual (1995), semi-automated with DBMS (1996), web-based data entry prototype (1997), and is now moving into a fourth stage: fully online Oracle based data entry (1998).
