[Text]  Commander in Chief Fidel Castro, first secretary of the PCC Central
Committee and president of the Cuban Councils of State and Ministers, has
sent a telegram congratulating the highest leader of the Soviet Union,
Mikhail Gorbachev.

On behalf of the PCC and the people and Government of the Republic of Cuba,
the nation's top leader, with profound satisfaction, congratulated
Gorbachev on the occasion of his election as president of the USSR Supreme
Soviet Presidium during an important historic time for the future of the
USSR.
