Privatization in the Global Economy:
    Financial and Accounting Linkages for Selected Cases

    Introduction

    Privatization is the sale of government assets to private owners, or the provision of government services by private companies. The drive toward privatization of State-Owned Enterprises (SOE) began in the early 1980's and continues today with numerous successes and some failures. This study has been divided into five sections. The first section presents a general overview of the privatization processes: factors, objectives and lessons. The second section takes a closer look at basic methods used for privatizing SOE around the world. The third section details the stages, phases and issues related to the process of implementing a privatization programme. The fourth section focusses attention on the role of accountancy in privatization, subdividing the issue into two more sections. One examines the role of the Big Six accounting firms as providers of privatization services, and the other considers the accounting consequences of privatization. The last section analyzes privatizations around the world. It too comprises two subsections: the first subsection presents the situation with specific country examples while the second section presents a specific study of privatization programmes in the United Kingdom, a good example of a relatively successful process.
