Workshop on the United Nations budgetary process

Objectives
The main objective of the workshop is to familiarize the participants with the budgetary structures, processes and decision making at the United Nations, including the respective roles of the Secretary-General, the Committee for Programme and Coordination (CPC), the Advisory Committee on Administrative and Budgetary Questions (ACABQ) and the Fifth Committee. The workshop will review the allocation of resources in line with different mandates and key features of the Financial and Staff regulations.

Organization
The workshop will review (1) the allocation of resources in line with the Organization's mandates and its medium-term plans, (2) key features of the Financial Regulations and (3) posting tables and key features of the Staff Regulations. Through sample documents, the resource persons will explain the structure of the various financial statements of the United Nations. Participants will also be given an overview of the decision-making process for budget allocations and budgeting for programmes like peace-keeping missions. In view of the limited duration of the workshop, the active involvement of all participants will be required throughout the course.
